I think you read this wrong. I didn’t write this saying “These are the exact steps and parts list you need.” It’s simply saying, “Here’s a basic idea you can possibly adapt to your own circumstances.” No, not everyone has a 290X in storage. But a lot of people do. My current “leftover” GPU is an R9 280. That’s plenty strong for some hobbyist mining.

As for the ultimate rig I guess that depends on what your after it may be any of the following: Looks nice, Hash rate per computer, Hash rate per dollar, Hash rate per electrical cost/heat, resellability, or general usefulness beyond a single cryptocurrency. How much you’d “Weight” these things is somewhat a personal matter. So I don’t think there is any objective “best”. I can say that for what i personally care about this is the best that is out there, it may not be true for you though.
The card should have at least 3 gigs of RAM or it won’t be able to properly mine Ethereum. This is due to the growing DAG file (directed acyclic graph) used in the Ethereum Proof of Work hashing process.  
So I am working through some issues. First I have two drives. C: which is a fairly small SSD drive just for my OS (the blockchain is too big to fit on here) and an E: drive which stores everything else. I finally figured out how to store the blockchain on E: with my coinbase and if I am solo mining it works (probably not going to mine anything but works nontheless). So I am considering pool mining. After a bit of digging, the culprit is likely the method of which my RX 580 GPU is connecting to my MacBook Pro. The eGPU enclosure that houses the RX 580 is connected via Thunderbolt 3 and as fast as that port is, the bandwidth is restricted to 1/4 the full x16 speed of a PCIe slot. So even if I had all 4 of my Thunderbolt 3 ports connected to eGPU enabled RX 580s, I still would not get the performance of a single RX 580 connected via a PCIe slot on a PC.
