There is not a direct relationship between GPU temperature and heat output (it also depends on the cooling solution). There is a direct relationship between power draw and heat output (they’re equal). R9 390(X) are going to heat up your room significantly more than a 480.
Motherboard and Graphics cards are out of stock in your list so I bought them mostly Used/New Graphics cards on Ebay ($245-$305), (Motherboard $75) on Newegg. The motherboards are overpriced on ebay, $175 – $500, pay attention to delivery times, some don’t deliver for 3-4 weeks!

I’m wondering if you can help me troubleshoot something with Claymore Miner, though. It randomly crashes on me without any error messages (even when I add pause to the end of the start.bat to check). As you pointed put Ethereum uses its own Ethash algorithm to mine. This algorithm is made to be memory hard to make it hard to develop ASICs for it. Its generates a 1GB+ DAG file, which needs to be replaced once in a while to mine.

This card generally retails in the $800 range, but mining demand has driven its price to over $1,000 in some locations. If you’re lucky enough to get free power, then this card could be a great choice.

In a word, your mining rig needs to solve a mathematical algorithm to mine Ethereum. The mining difficulty of the network is a measurement of how difficult this algorithm is to solve. The higher the difficulty, the less Ethereum you receive for each unit of energy the GPU on your mining rig expends. As more miners join the network – the difficulty increases.
While I totally see yor point that most people might not want to invest 3,000$ in a space heater that you could spend 25$ on, that is not really adding anything to the point as to whether it costs electricity or not. It is a valid point in its own right, but completely outside of the scope of the current discussion.
So im getting a odd issue where about 1/4 of the textures have a thin transparent diagonal which when holding a torch lights up every affected diagonal so that everything affected has a bright lite up stripe on it but only when holding a torch (red and normal) also its not a texture pack ive tried 10 diffrent ones and the default its all the same on all of em. also, its mostly stone, cobble, and a couple flowers, i saw a few random pumpkins with it but not all of them which i thought odd as well but most every other texture looks fine.
Ok so now that you have all the parts, how do you put it all together?  If you’ve built your own desktop computer before, this will be easy.  If not then take a look at this awesome video on YouTube that shows you step by step on how to put it all together.  The video shows them using Eth OS.
Second, I can’t think off the top of my head what might be going on. It’s well established that the RX 460 can hit close to 11 MHS on a rig practically made from wet noodles. The hash you’re getting is so ridiculously low, something is clearly off. And updating drivers is almost always the first thing to do.
Like with CPUs, you can reduce the voltage supplied to the GPU and decrease the power consumed and waste heat produced. Whether or not there’s a trade-off depends on the silicon lottery.
