There is a fourth possibility; which is that I missed the AMD driver update which fixed the speed problems for RX cards. I will do some more research and update the article. Thanks for pointing out the error though.

OK so this sounds like a problem with your graphics card driver. Are you using the latest driver for your card? you’re using a standard Windows driver, this could be the cause of your problem. So I suggest you check out the relevant Nvidia or AMD website and get the latest GPU drivers for your machine.
